Aquino certifies as urgent new sin tax bill

President Aquino disclosed yesterday that he already certified as urgent the proposed sin taxes on alcohol and tobacco products, which is expected to raise around P60 billion in revenues for the government.

Aquino told Bombo Radyo that a new tax reform measure is necessary to remove the monopoly of one multinational company that was a product of a merger over other competitors.

He said the old law apparently favors only one firm, which in effect discouraged other potential investors to join the market.

The existing law has diminished competition in the industry and eventually led to a monopoly that only proved to be detrimental to tobacco farmers.

Budget Secretary Florencio Abad said if the House ways and means committee approves the sin tax reform measure, the government expects to earn P60 billion in new revenues.

He said the new tax revenues would boost the Aquino government’s programs.

Once the priority bill goes past the legislative mill and is enacted into law, it “will not only improve revenue and tax efficiencies in government” but more importantly, it will help secure the government’s fiscal position in ensuring the success of its programs.

“As originally proposed, it is expected to generate at least P60.7 billion in revenues, the bulk of which will go to critical health services,” Abad said in a statement, describing the old sin tax laws as “outdated and ineffective” that do not serve the people’s interests.

The important government programs include assistance to indigents and the informal sectors under the National Health Insurance Program, as well as the rehabilitation and development of regional health units and district, provincial, and regional hospitals.

“Beyond ensuring the health and well-being of all Filipinos, revenues from an updated excise tax system will also benefit both tobacco-growing and non-tobacco-growing provinces,” Abad said.

Abad noted that under the present tax policy, the shares of local government units in tobacco-growing provinces amount to a mere P3.8 billion, with only 16 provinces identified as beneficiaries.

“In contrast, the P60 billion in projected revenues under House Bill 5727 will expand the list of beneficiary provinces to at least 81 provinces. The jump in projected revenues for these provinces is remarkable,” he justified.

He cited the case of Nueva Ecija, which only has P810,000 in LGU share.

“If House Bill 5727 is approved, however, Nueva Ecija’s projected LGU share will rocket to P1.034 billion,” he said.

House sets hearings on sin tax bill

The House of Representatives is set to tackle next week the bill on the restructuring of taxes on cigarettes, liquor and other so-called “sin” products.

Cavite Rep. Joseph Emilio Abaya, principal author of the bill, yesterday said the committee on rules, chaired by Majority Leader Neptali Gonzales II, has already endorsed his measure for plenary deliberation.

“The bill is already set for plenary consideration next week,” he said in a radio interview.

He stressed that the proposed law would adjust taxes on cigarettes and intoxicating drinks, which he added are still based on 1996 prices.

He pointed out that these products and their manufacturers have enjoyed the protection of the law for 16 years.

Asked why previous Congresses have failed to update the tax rates, Abaya said he could not understand such failure.

The ways and means committee, chaired by Davao City Rep. Isidro Ungab, endorsed the Abaya bill last week after the author accepted compromise proposals on the tax rates presented by the Department of Finance and the Bureau of Internal Revenue.

The two agencies submitted the proposals to the committee so the measure would be acceptable to the tobacco and alcohol industries.

BIR Commissioner Kim Henares said they came up with the compromise rates after consultations with stakeholders.

Meanwhile, the Framework Convention on Tobacco Control Alliance Philippines (FCAP) yesterday lauded Aquino for certifying the sin tax reform bill as urgent.

“We are happy that the President recognizes the need to reform the currently flawed taxation system in tobacco and alcohol and has acted upon this by making the sin tax reform bill of Abaya as an urgent measure to be passed in Congress,” said FCAP executive director Maricar Limpin.

Limpin said that while the “amended Abaya bill may not be ideal, as the original bill, we believe that this is still in the right direction.”

Earlier, the World Health Organization (WHO) had pushed for higher taxes for tobacco in the Philippines as the country’s cigarettes were among the “cheapest in Asia.”

WHO records showed that in the Philippines, the “most popular brands” cost an average of less than $0.50 per pack.

By contrast, in Lao People’s Democratic Republic, cigarette prices are pegged at $1 per pack; $3 in Malaysia; $6 in Hong Kong and $9 in Singapore.
